KATHMANDU, JUN 25 - Even though the Supreme Court has ordered a fortnightly progress report from the Kavre Police, who are investigating into the 2005 murder of Arjun Lama allegedly carried out at the behest of Maoist leader and former Constituent Assembly member Agni Sapkota, until a final verdict is delivered, not much headway seems to have been made.
Latest records at the Office of the Attorney General show that police in Kavre have been filing their reports only once a month, instead of every fortnight as directed by the court. The last report was filed on June 5. Other reports were submitted on May 4, April 5 and March 12; August 23, and September 12, 2011. Furthermore, the police report little progress in investigation, stating that Sapkota was not found.
Responding to a writ petition filed by a group of human rights defenders on May 27, 2011, the apex court, on June 21 the same year, had ordered the Kavre Police to furnish progress reports of the probe every 15 days.
The writ also sought immediate nullification of Sapkota’s appointment as the then minister for information and communications.
DSP Surendra Mainali, chief of Kavre Police, maintained that they are investigating the case from multiple angles. When asked if they had contacted Agni Sapkota, Mainali refused to comment. “We cannot divulge all the information about the investigation,” he responded.
Mainali said they have failed to locate neither the place where Lama was killed nor his remains.
When questioned about the delay in the filing of reports, Mainali claimed that an “in-depth investigation” was taking time—the same response received last year. The Post reported on November 21, 2011 about police investigation into the case and the reported progress.
